Kisan Pehchaan Patra: Farmers from Haryana, Himachal, Uttarakhand and J&K to Get Unique Digital Identity

The Central Government’s flagship initiative to provide digital identity to farmers across India  the ‘Kisan Pehchaan Patra (KPP)’ — is rapidly expanding its reach. After successful implementation in 14 states, the scheme is now being extended to Haryana, Himachal Pradesh, Uttarakhand, and Jammu & Kashmir, marking another major step toward a digitally empowered agricultural ecosystem.

This unique digital ID will help the government maintain accurate records of each farmer’s details, land ownership, and crop patterns, ensuring targeted policy support and transparent delivery of benefits.

Over 7.2 Crore Farmers Already Registered

According to official data, over 7.2 crore farmers across 14 states have already been issued the Kisan Pehchaan Patra. The government aims to expand this coverage to 9 crore farmers by 2025-26, and further to 11 crore farmers in the following year.

Leading States in Implementation

Among the states, Uttar Pradesh (1.47 crore), Maharashtra (1.18 crore), Madhya Pradesh (91 lakh), Rajasthan (78 lakh), and Gujarat (57 lakh) have taken the lead in issuing these digital identity cards. Southern states like Andhra Pradesh, Telangana, and Tamil Nadu are also making rapid progress in implementation.

₹6,000 Crore Budget for AgriStack

To accelerate the digital transformation of Indian agriculture, the government has allocated a ₹6,000 crore budget under the AgriStack initiative for 2025-26. This includes ₹4,000 crore for the development of farmer registries and a legal heir system, and ₹2,000 crore for conducting Digital Crop Surveys (DCS).

Direct and Transparent Benefits to Farmers

Through this digital ecosystem, farmers will receive government benefits directly and transparently, reducing leakages and duplication. Key schemes linked with KPP include the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), Pradhan Mantri Fasal Bima Yojana (PMFBY), Digital Agriculture Credit, and the Soil Health Card Scheme.

Digital Crop Survey for Crop Verification

The Digital Crop Survey (DCS), which has already commenced in 18 states and Union Territories from the Kharif season of 2025-26, plays a crucial role in verifying the crops reported by farmers. This will ensure more accurate implementation of crop insurance and Kisan Credit Card (KCC) schemes.

29 States and UTs Onboard

So far, 29 states and Union Territories have joined the digital initiative. Except for West Bengal and a few UTs, 30 states have given in-principle approval to adopt these digital tools and platforms.

A Game-Changer for Indian Agriculture

Initiatives like Kisan Pehchaan Patra and AgriStack are set to be game-changers in driving digital transformation in India’s agriculture sector. By creating a unified digital identity for every farmer, these schemes will pave the way for data-driven policymaking, efficient resource allocation, and ultimately, higher farmer incomes.
