
The Government of India is working to strengthen grassroots governance through the revamped Rashtriya Gram Swaraj Abhiyan, a flagship programme aimed at improving the functioning and capacity of Panchayati Raj Institutions (PRIs). The initiative focuses on empowering local bodies to function effectively as the third tier of governance in the country.
In a written reply in the Rajya Sabha, Union Panchayati Raj Minister Rajiv Ranjan Singh said that the programme primarily aims to enhance the leadership and administrative capabilities of elected representatives of PRIs. By strengthening their skills and knowledge, the scheme intends to ensure better planning, implementation and monitoring of development programmes at the village level.
One of the major objectives of RGSA is to strengthen Gram Sabhas so that they function as the core platform for community participation in local governance. The programme also encourages the adoption of e-governance and technology-based solutions to improve administrative efficiency, transparency and service delivery within Panchayats.
The scheme further promotes the devolution of powers and responsibilities to Panchayats in accordance with constitutional provisions and the Panchayats (Extension to Scheduled Areas) Act. This approach aims to empower local governments and ensure that development decisions are taken closer to the communities they affect.
Officials noted that the revamped RGSA is demand-driven. Funds are released to states and Union Territories based on their Annual Action Plans, which are approved by the Central Empowered Committee. The release of funds also depends on the pace of expenditure and the submission of required documents such as utilisation certificates and audit reports. The funds must be used strictly for approved components prioritised by the respective states or Union Territories.
The Ministry of Panchayati Raj regularly monitors the implementation of the scheme through the Training Management Portal, video conferences, review meetings and field visits. In addition, the Central Empowered Committee reviews the progress while approving annual action plans.
To evaluate the impact of the programme, an external assessment was conducted by the Institute of Rural Management Anand. The evaluation found that RGSA’s structured capacity-building model—combining classroom training, thematic modules, exposure visits and digital learning—has significantly improved the capabilities of Panchayati Raj representatives. Participants showed measurable improvement in areas such as Panchayat planning, implementation of Gram Panchayat Development Plans (GPDP), digital governance, citizen engagement and financial management.
Another independent study commissioned by NITI Aayog also highlighted the scheme’s positive impact on strengthening governance capacity at the grassroots level. The study observed that RGSA has contributed to promoting accountability, transparency, gender inclusion and effective use of digital infrastructure in local governance.
According to official data, funds have been released to states and Union Territories under the scheme between 2022–23 and 2025–26 to support capacity building, training and institutional development of Panchayati Raj bodies. The programme continues to play a crucial role in improving governance systems in rural areas and enabling local institutions to deliver development programmes more effectively.
Through RGSA, the government aims to build stronger Panchayats capable of driving inclusive rural development and ensuring greater participation of citizens in the democratic decision-making process at the grassroots level.
