ICAR Launches Special Campaign 5.0 to Promote Cleanliness and Resolve Pending References

The Indian Council of Agricultural Research (ICAR), under the Department of Agricultural Research and Education (DARE), is set to implement Special Campaign 5.0 from 2nd to 31st October 2025. The initiative aims to enhance cleanliness across ICAR campuses and expedite the disposal of pending references in all ICAR institutes and units.

The campaign will focus on several key areas:

  • E-Waste Management: Safe and compliant disposal of obsolete electronic equipment such as computers, printers, and batteries, in line with the E-Waste Management Rules, 2022.
  • Record Management: Reviewing and weeding out outdated physical and electronic files to improve record-keeping efficiency.
  • Pending References: Resolving pending references from multiple sources, including Parliament, the Prime Minister’s Office, and public grievances.
  • Cleanliness Drives: Organizing campus-wide cleanliness campaigns to promote a healthier and more organized work environment.

The campaign will be executed in two phases:

  1. Preparatory Phase (15–30 September 2025): Identification of e-waste, pending references, and planning of cleanliness activities.
  2. Implementation Phase (2–31 October 2025): Execution of planned activities, including disposal of e-waste, resolution of pending references, and organization of cleanliness drives.

ICAR has appointed Nodal Officers in each of its eight Scientific Management Divisions (SMDs) to monitor the campaign’s progress and ensure timely completion of tasks. Regular reporting mechanisms will track achievements and help address challenges efficiently.

Through Special Campaign 5.0, ICAR underscores its commitment to maintaining a clean, efficient, and accountable working environment, aligning with the government’s broader objectives of promoting Swachhata and reducing administrative pendency.
